In January 2025, days after his inauguration, President Donald Trump issued an executive order pausing new obligations and disbursements of U.S. foreign development assistance funds. This directive mandated a 90-day review of such programs to assess their efficiency and alignment with U.S. foreign policy. The order led to the suspension of numerous USAID programs, furloughs of staff, and a significant reduction in the agency's operations.

The Philippines has been a key recipient of USAID support since the agency’s establishment. Over $5 billion in assistance has been provided to the country since 1961, with $2.81 billion disbursed between 2001 and 2023. 

Last February 6, 2025,  the Partnership of Philippine Support Service Agencies (PHILSSA) and the Caucus of Development NGO Networks (CODE-NGO) also conducted a forum, titled “The Buck Stops Here: A Forum on the Impact of the US Government’s Withdrawal of Development Aid.”

One of the forum’s speakers, Dr. Philip Arnold Tuano, Dean of the Ateneo School of Government, revealed that there are 39 ongoing projects funded by the US, 14 of which are ending this year, while 25 will end in 2026-2029. 

He also added there are approximately $69.7M committed funds in fresh funding that are currently in delay. Majority  of the funding is allocated for programs in environment, education, HIV/AIDS, and government and civil society.

WHAT IS THE NEXT STEP?

Now, more than ever, it is crucial for nonprofit and development organizations to prioritize diversifying their fundraising sources. 

Expanding our constituency and developing strong, sustainable relationships with our supporters can help ensure that our efforts remain robust, regardless of external funding fluctuations. 

This is also an opportunity to reflect on how we can engage and empower our communities, build deeper connections with stakeholders, and innovate new avenues for support. Strengthening the foundations of our work will enable us to continue making a meaningful difference, even when faced with challenges like the current USAID funding freeze.
